Neither. These are 3D printed. The quality is quite nice.

What is the diameter of the bases? Are they designed for specific grid or hex map size?

Standard, no issues. I LOVE THEM! I’ve bought three sets already - one after another.

How tall are the figures?

These vary in height from about 28mm (1.125 in.) for the shorter figures to about 38mm (1.5in.) for the taller one. These measures are from the base (not including the height of the base) to the top of the figures heads. Hat, helms, armament, etc. may make the pieces slightly taller.

Yes! Very paintable. For best effect (but not absolutely necessary), use a simple white, black, or grey primer. A general spray primer available at Hobby Lobby (craft stores) will do fine.
