Why is this battery garbage?

It looks like they use lithium polymer battery like the same kind that's in your phone, the old batteries used top of the line Samsung 18650's and almost anyone with a good spot welder can rebuild them. DeWalt powerstack is an attempt for dewalt to prevent ppl from being able to rebuild their own batteries easily so that you have to pitch it out when it goes.

Did anyone else get used batteries not in original packaging?

Mine appear new but came in a Uline bag and not original packaging. Loose batteries in a bag.

The new dewalt powerstack batteries may discharge power 50% faster, but with only a 1.7ah rating, don't they discharge faster than a 20v max 2.0ah?

Amp Hour is a measure of a batteries ability to retain electricity. It is not a measure of power or run-time. The improved cell power of the POWERSTACK battery allows a greater maximization of power which allows jobs to be done faster and more efficiently. DEWALT is unable to provide a run time due to factors such as charging conditions, usage of tool, storage, environmental conditions, age, etc.
