No, it only comes with the hub. You can use the Motorcraft YF1800A Clutch Shim Kit for the shims, and you will still need to source the bolt.

Will this fit a 1997 Mercury Cougar 4.6L?

Yes, it will fit if it is the same type of air compressor on a 2004 Ford Mustang or a late-model Ford.

Can you install this on an '01 Taurus without removing the compressor?

I was able to replace the Air Conditioning Clutch Hub on my 1996 5.0 V8 Explorer without removing the compressor.
