It doess not seem to have oil as an ingredient and yes it is non-comedogenic. I really like it, blends great.

I would say it has warm tones giving a very natural blush to the skin. I have tried many brands and types of blush products over the years and this one is by far my favorite!

Light scent but color is very pale. Not true to pictre.
