Inside of both has a transparent plastic sleeve with a zipper. The sleeve is on the inner side of the lid.

Does the smaller bag have a sleeve on the back that slips over the handle of the larger bag?

Sorry to disappoint you. No sleeve. I use my own elastic band to wrap over.

Does the under seater (smaller one) has a laptop compartment?

Not specifically for a laptop, but one will fit inside.
