Safariland QLS 19 Locking Fork Mount. I do recommend also getting the Safariland 6281 medium drop as well.

Will this fit a 7371 Safariland holster?

If you can attach a QLS system that is compatible, sure.

Does this paddle include the quick locking mechanism?

Includes the female adapter. The male QLS 19 is separate.
