Answer : Very likely if they were UV-proof, the mfgr would publish as a selling point for outdoor use. I saw one of the answered questions that the foam is air & watertight, according to the mfg.

Answer : No, that’s gonna deform the sheet. If you’re only using one or two sheets, it won’t matter much, but I’d suggest something firmer.

Answer : I do not believe this product would be useful for your application. The high pressure points of stress by each roller would likely damage this relatively soft rubber very quickly. Your best choice for sound dampening is to purchase a rubber floor mat designed for this application. One that will last would feel relatively hard to the bare feet and not allow the wheel to sink to the point of making it hard to roll around in the chair.
Question : on the second floor with creky floors would this help when i Exercise,jump ,walk?
Answer : Most likely not. Creaky floors are usually the result of the subfloor moving (flexing) up and down on the nails used to secure the subfloor to the joists. My kitchen does that over my basement family room. When I do a kitchen makeover I will actually screw the subfloor to the joists before installing a new floor.

Answer : Doubtful there is any unless exposed to extreme heat or direct flame.
