What do all the numbers mean on the bits?

First number is the diameter (in mm) of the flute end. Second number is the diameter of the shaft. Third number is the length of the flutes. Fourth number is the overall length.

Where do I find information on the feed rate and speeds for these end mills?

To be honest I'm not sure. Chinese bits made of who knows what steel. You'd have to get a hardness test and have extensive knowledge of cutting angle vs cutting material to have an accurate guess.

How do these work or Stainless...anyone?

Stainless- speed and feed is critical. You must use a low rpm and apply significant feed pressure otherwise it work hardens and you won't be able to cut it.

Are these center cutting?

I bought this product because of the guy that answered yes to this question....these are the least center cutting endmills I have every seen. If you want center cutting endmills, steer clear of these.

The length is marked on the bits (see picture) the last 2 digits before the HSS is the length in mm. Strangely, the 7,8,9 mm bits don't seem to follow that rule on the picture, however, the 12 mm bit is 83 mm long, the 2 mm bit is 51 mm long.

Largest bit is 3.5 inches long, smallest bit is 2.5 inches long.

But what's the shank size? On the image looks the thiner bit has a big size shank

The larger bits have a shank size close to bit size. You couldn't do this with the smaller sizes as there wouldn't be enough strength to mill.
