Is it matte or glossy when dry?

Glossy, it's high build (similar to Sennelier China). If you want matte ink for drawing I suggest Speedball, Dr Martins Bombay India, EON Vortex, Sumi ink, and probably some of the Ziller inks.

Can you please list all the ingredients on the label for this product?

This product is not intended for tattooing. If you want something identical, but made for tattooing, Waverly dark black is it. Talens is intended for artwork on paper.

Are these the 16oz ? shipping weight size says 2.88 oz

Yes. Volume oz isn't the same as weight oz.

Was looking for something to replace my Winsor & newton Waterproof in will this be a good fit?

I don't remember if I've used Winsor & Newton Waterproof to compare, so this may not be super helpful. But I find this ink to be one of the richest black, smear resistant (it dries quickly), reliable ink I've tried.

I will primarily be using it on Strathmore sketch paper so it should be good for that as well? And this should also be good for watercolor and gouach?

Depends what series of strathmore. It should be fine on the better sketch paper as it is a relatively thick ink.

Can I use this with a dip pen and this bleed on sketch paper?

This is one of the thicker inks on the market. I have tested it on SoHo sketch paper and Fabriano 1264 sketch paper and it does not bleed or feather. You can also try the Sennelier China ink and any Sumi ink (Kuretake, etc). Ultradraw, Higgins, Universal ink (etc) will bleed and feather on sketch paper.
