The arms are not free motion and are fixed to the rack. They are capable of holding a significant amount of weight, with the reviewer noting that they were able to have 3 45s on the arm and still have room for more. Although it may require some manipulation, it is possible to do chest flys with the arms, as well as other exercises with pulleys, cables, or rings.
