- Question : Is the ink water-based?Answer : Yes, it is water-based. It is my go-to pen for detail on painting rocks and such. I love this pen. I bought several of them in all the sizes it comes in. MY FAVORITE!!!!! You can do a light coat of spray clear over it also and it wont bleed like sharpie pens do when you clear over them. If you know anybody that paints rocks this is a MUST have!!!!!
