Does the case for this price have just 1 tray? Would I need to order the 3 tray assembly separately?

The Pelican 1460EMS comes with the 3 tray assembly as pictured.

Does the 1460 ems really weigh 18 lbs? The 1465 is 3 lbs lighter.

Perhaps when it’s full, I can’t dig mine out and weigh it but it’s not the box you lug when you want to be ultralight, it’s durable and robust and does not feel overly heavy but is best used when pulling off a truck for short trips.

Does the 1460 case have pull out trays like the 1465?

The trays do have clear lockable compartments in the middle of the three articulating trays but technically no slide outs if I understand your question.

Will the case double as the most BA tackle box ever?

Absolutely! It would be one expensive tackle box though. But it’d probably hold all of your fishing gear.

Is this eligible for F.S.A account?

FSA accounts cover first aid equipment and supplies, so it should be eligible.

How tightly do the trays seat in each other? Will small parts fall out of their dividers when the case is closed?

I never had a problem with screws and nuts falling out of the trays, but thin things like washers could fall out. It's recommended to put all small parts in small zip lock bags to avoid any issues.
