We used it for a 10 day trip which only allowed 26 lbs and the 40L was perfect. Tight and you have to be selective, but definitely doable.

Can this work as a personal item? Does it fit under and airline seat?

It might fit under an airline seat depending on the size of the seat and how full you pack it. I bought it as a carry on and it fits in the overhead bin just fine.

No it wouldn’t, it’s carryon size but wouldn’t fit under a seat as a personal item.
