Will this measure the thickness of an automotive/ motorcycle cylinder so when bored the thickness will be as uniform as possible?

It depends on which part of the cylinder, If the cylinder is made of steel and the surface is flat, this meter can measure the thickness.

If I'm measuring the thickness of the metal, do both sides need to be clear of paint or can I just clean off the outer layer? Its for a boat hull.
