Does this fit well over the Columbia Steens fleece?

Not fleece lined I would consider this a warm weather jacket only.

I cannot authenticate Columbia clothing, but this rain jacket works great for me and has been very durable.

Chartreuse would actually be a bright almost neon green.

A Medium at the shoulder seam is 19.5 inches. The length is 27 inches to waist. The cut is straight.
