It could be made to work, but it would be a lot of work to cobble together cables. An inexpensive Power Supply for a PC would be half the price and much easier because of the included cables.

Is the cooling fan on all the time or is it a smart fan (temperature dependent)?

In my use case (3.65v at 10A), it runs about 75% of the time. Unfortunately, it is either off or on 100%. It does not have a graduated speed.

Can this product be used to supply power for a foam hot wire cutter application? Such as voltage/current setting of 15V/2.5 amps.

The faceplate has "voltage" misspelled as "votace". What is the UL file number, so I can verify safety certs?

The HM310 model has voltage spelled correctly. It has no UL label at all, but does have the CE and FCc markings.
