You could use a regular drill to drive this tool, but you won't get the high speed or more precise handling of the dremel-type tool. Note the 'Dremel-TYPE'; any brand of high speed tool will work. Harbor Freight sells a decent Dremel-type tool at a reasonable price.

Will this work with the Dremel 4000?

Yes it will. This has a standard shaft insert so it will work with almost all Dremel tools and most accessories.

Lots of complaints about durability. Has the company fixed these issues?

I've been using my cut off wheels for over a year on a regular basis and have no complaints. I cut steel rods and small bolts plus anything else of small size that require cutting. If you need more durability I would suggest the air driven cut off tools.

Would it be good to cut the bolts that hold a toilet to the floor?

I would think so, you would have to use the cutting disc. Be careful not to apply too much pressure because the disc is pretty fragile.

We need to cut a square into the middle of a 6' stove pipe cap to fit it onto a 4'x4' wood post (making baffle). Will this cut into the top of cap?

It probably would if you have the metal cutting blade, but the 1 & 1/2 will burn up pretty fast. However, stove pipe metal is not very thick, so if you use the metal cutting wheel it should work.
