Is this item sturdy enough for glass baking dishes (13x9, 9x9....)

I have not tried glass, but I feel it would be. I have 8 cookie sheets and about 12 cooling racks in mine with some space left. Very sturdy. I may get another 2 for just the same reason. I will use one for everyday platters as well. Really happy with this product.

Has anyone had this rust over time? I'm looking to use it as a drying rack for cutting boards.

I've had mine for over 6 months. I use it in a cabinet for cutting boards and large patterns. I don't have any rust and I live close to the beach.

I am looking for a way to store large shopping and gift bags. Would this work?

This will work if the shelf or storage has enough width to balance the bags. I have mine right on the edge of the shelf in order to balance some of my light weight plastic cutting boards and pans.

I am not sure but it is very sturdy and convenient. I have baking sheets sorted by size in my cabinet. I am able to fit several each slot.
