No, it doesn’t help keep the steering wheel cool or warm. It is the same as not having it on your steering wheel at all. Sorry. But, I really like mine, as they are easy to put on and take off.

What are the black strips for?

The strips are for your grip is my guess. I purchased the white and really like them. They help on a 90 degree day with a black steering wheel!

Does it work with heated steering wheels?

It does but you can not feel it thru the cover. just around it .
