Currently listed as 4G LTE by ATT: 2,4,5,12,66,30. The phone notably lacks bands 4 and 12 (1700/2100mhz and 700mhz). Make sure they have 4g using 2 or 5 in your area (1900 or 850MHz).

Yes, and I can confirm that it works well with Tello (which uses also uses T-Mobile). Since you'll use little to no data with this kind of phone, Tello will be a much better deal (under $10 a month, and you pay month-to-month, not 3+ months at a time like Mint).

How can I set up a ringtone alert for a text message? It beeps once and that's it. I'm missing texts.

Go to settings then call setting there will be a place for ringtone and message

Can you run a browser on this phone? To be clear I would prefer that it does not.

I am sure someone with enough time and knowledge could run a 8-bit version of a browser in this phone, but out of the box, no, it does not have a browser. It does have a camera, a very basic game and address book.
