    Answer : Yes, there are two bumps on each side of the box where you can put your padlocks.

    Answer : The box does not tip over, but it is not clear what is being asked about a fully-hinged top.

    Answer : The tool box is made out of plastic which will shed rain, but there are no seals or gaskets between the top and bottom. The box is not completely waterproof and water will get in if dropped into water.
