Does this have a setting of 1.5 LPM?

All of these and others as well work on settings from 2 to 5. No settings below this. Look up the manufacturer for further assistance.

Can this valve be used on a medical oxygen tank size e of 680 liters cylinder?

It is recommended to be used for size D and E tanks. Anything bigger requires a larger regulator.
