It has the CH340T & a LM339. LED will light up when you connect it to your car. It will blink 3 times and then stay on if the car recognizes it.

Not by itself. You need the Ross Tech software for another $100. To recalibrate the throttle position, it is recommended to buy the Rosstech hex key cable and software.
