When my fan shuts off the shutters won’t close on their own. Do I have to go outside and hand shut every time?

If there is resistance while opening or if it doesn’t easily close when you let it go, then the mechanism is impacted and it won’t work with the airflow. It may have been obstructed during installation. Mine works flawless; I self-installed it.

Would this work well to suck cigar out of 12x12 room?

This fan gets loud and may not be ideal for a 12x12 room. For a cigar room or other small spaces that you want to keep smoke-free, consider investing in a better fan or use an air purifier.
