Estimate to be about 2-3 inches.

Can this be steered left and right with the handle bars?

Yes, when the handlebars are pushed to either side, the scooter wheels will point in that direction. It also has a steering lock system that keeps the handlebar straight for beginners.

Is the deck slippery?

No, the deck is not slippery. My four-year-old grandson had no problem the first time on it. In fact, he mastered it immediately. I watched three four-year-olds for over an hour on 3 scooters, and not one of them slipped.
