Can I use a 3404 with a Jeron 5025 controller

It is not recommended unless you know exactly how to wire the system. You should use a Jeron 2001 station, or a Pacific AF1000 along with the 3404.

Can this replace a nutone ik15 system?What about the outside unit

The outside unit can remain. However, nutone has discontinued the multi family systems many years ago. Used parts or replacement are only options.

Is there a way to make it louder? We can hardly hear it.

No, there is no compatibility between a Pacific 3400 series speaker unit and a Tempest 2400 series wireless unit.

Where is the controller that goes with this? The device that goes at the front door with a push button for doorbell? Don't we need that part too?

This is the interior panel only. In your mechanical room of your building there should be an amplifier, that is powered by a power supply, then all that connects to an exterior panel, the actual doorbell.
