Yes, it is effective for the weeds in Phoenix. It takes a week to kill the weeds but lasts great. A cup of weed killer to 2 gallons of water is used.

Yes, it works well to control weeds in a rock garden too.

Is RM43 safe to use around lake water such as shoreline rocks?

It is not recommended to apply directly to water or to areas where surface water is present.

Is this also a pre emergent? If not, can I mix it with a product like sulfan?

Yes, it contains Imazapyr which is a pre and post-emergent herbicide.

Once used and the unwanted roots are gone, will the soil become contaminated for future plants?

It is unknown, but the grass will grow back.
