Can this be mixed with resin to make a table top?

I did, and I don’t recommend it. It retained the sparkle, but also contains some seriously fine dust/sand that doesn’t distribute evenly. Made my project look cloudy - similar to the cloudiness you’d get by not fully removing the resin blush between layers.

How is the glitter applied? Can it be used on wooden hangers?

Yes, it can. Get Hemway Satin Lacquer, or Hemway Matt Lacquer - mix it in and paint away on anything you want.

How many packs should I purchase if I would like to paint 8 mason jars?

This is a nice size bag. No more than 2 if you're covering larger areas. If just adding some, 1 will do.

Is this glitter biodegradable?

No, it's not. It falls into the category of non-biodegradable glitter like plastic particles used in glitter eyeshadow and lipstick.
