Does this work for a small turtle?

Far too small for any kind of turtle at all. If its an aquatic turtle, it needs at least one gallon of dechlorinated water per inch of carapace length (shell measured from head to tail). Also also turtles absolutely need UBV light (and calcium because without either of the 2, they get MBD & shell rot) so this housing would be inappropriate, because even if it were several times bigger & big enough to hold the right amount of water and a basking area, UVB rays cannot go through this kind of lid properly.

Can I use a heat mat for this cage?

Yes you can. I have kept reptiles since 1985. Heat mats are excellent as long as you use a thermostat. Never had an issue with them. If you are going to be using a bunch of these enclosures, you may want to look into heat tape or cable/rope.

How many gallons is it?

After doing the math, it's approximately 5.3 gallons for this faunarium.

Will two turtles, one is the size of a grown man's hand and the other is the size of an 8-year-old, will they both fit in this case?

Good for transporting but was small for my tortoise size of woman’s hand

Could transport a ball python for its whole life?

Depends. What kind? I have a 24 inch corn snake in mine. With a hiding house.

Not very .... Maybe 6in If I was near the tank I'd measure it but I'm not at home .... My hermits seem to like it they can climb on the lid.
