No it’s made in China according to the tag sewn on the blanket. Their ad is very misleading so buyer beware, I searched for American made flag blanket, specifically not one made in China.....it’s very nice and my grandson begged me to let him keep it.

How is this a good gift for a new citizen??? Proper flag etiquette doesn't allow the flag to be clothing and the flag should not touch the ground!

New citizens learn US history and are taught specifics of flag etiquette. If these things are not taught, then giving this as a gift should include the specifics of flag etiquette, to teach anyone the importance of the flag, including etiquette such as the ones noted in the question. I am a retired veteran and I have this product. For those that have served and serve today believe very strongly that all Americans sleep peacefully under the blanket of freedom while we stand watch. I no longer stand that watch, I have been relieved and now as a civilian, its my turn to sleep peacefully under my blanket of freedom. Therefore this product is handled with the same care as if it was a flag to be flown. Mine never touches the floor, whether its a blanket, a tapestry, or just Old Glory flying from my flag staff. God Bless the USA.

Is this two pieces of fabric (front and back)? And is is plush and soft?

It is a very plush blanket soft flag print on front and fluffy plush on back. One blanket print on front soft plush and plush on back like lamb fur. Love the blanket!
